Over the past twelve years, The Carter Center has worked with government, civil society, and the private sector, engaging constructively to strengthen democracy, advance human rights, and improve extractive industries governance. Under the EIG program, the Center aims to ensure that the DRC’s natural resources provide greater benefits to the Congolese people by building national actors’ capacity to monitor, report and advocate for reform on key policies and practices related to the management of extractive sector revenue and the protection of communities impacted by extractive operations.

    The Carter Center is seeking a highly qualified individual to serve as the Program Manager of the Extractive Industries Governance (EIG) program and Director of the Center’s Lubumbashi field office in the Democratic Republic of Congo (DRC). The successful candidate for this independent contract position will manage the strategic and operational aspects of the EIG program, and oversee the financial, administrative and logistical operations of the Lubumbashi field office. This position reports directly to the Senior Country Representative in Kinshasa and collaborates closely with the Associate Director and Program Associate in Atlanta.

    Start Date: As soon as possible

    Location: Lubumbashi, DRC (with internal travel within the country)

    Length of Assignment: Initial contract period of six months with the possibility of further extension based on mutual satisfaction

    Key Responsibilities:

    Representation and Fundraising: Serves as the primary representative for the Carter Center’s Extractive Industries Governance Program in the DRC. Cultivates productive relationships with strategic partners, including those in government, civil society, the private sector, and other relevant stakeholders. Leads in-country fundraising efforts, maintaining relations with existing donors and developing new funding sources. Ensures program updates and impacts are effectively communicated to external stakeholders.

    Program Management: Provides strategic leadership in the visioning, design, implementation, monitoring, and evaluation of the Extractive Industries Governance program in collaboration with DRC-based program staff, the SCR, and Atlanta staff. Contribute to the development of project proposals. Oversees effective and timely implementation of program activities in accordance with grant requirements, including managing expenditures and forecasts, monitoring work plans and performance indicators, and ensuring the development and management of sub-grants with civil society partners. Works proactively with program staff to ensure that the program's lobbying and advocacy campaigns are effectively implemented.

    §  Field Office Operational Management: Works with the Lubumbashi Director of Operations to oversee the operations of the Lubumbashi field office in compliance with the Center’s policies and procedures, and Congolese laws and regulations, including financial management and reporting, procurement, and other administrative and logistical tasks. Manages the safety and security of staff in the Lubumbashi field office.


    Human Resources Management: Supervises EIG program staff. In collaboration with the SCR, designs performance management plans and engages in regular performance reviews. Provides support to and collaborates with project staff and consultants. Manages the recruitment and onboarding of national staff members. Maintains active awareness of staff professional development needs and actively works to develop development plans and identify development opportunities. Promotes a cooperative work environment.

    §  Communication and Reporting: Ensures effective and timely coordination and communication between relevant headquarters and field office staff, as well as between field office staff and local civil society partners. Contributes to donor reports and other written products as needed. Provides weekly written reports and regular oral briefings to the SCR and Atlanta staff on project activities and results, extractive sector trends and developments, and other key programmatic or operational issues.

    Preferred Qualifications and Experience:

    Post-graduate degree in international affairs, economics, public policy or related field;
    More than five years of progressively responsible experience, including significant experience managing grants and implementing field office activities related to natural resource governance, civil society capacity strengthening, or other relevant areas;
    Strong project management and organizational skills and ability to work autonomously in a fast-paced environment with tight deadlines;
    Excellent written and verbal communication skills in both French and English. Ability to deliver clear, concise, and complete presentations and written products;
    Proven fundraising success and experience working with donors, government officials, international organizations, and local civil society organizations;
    Advanced financial and human resource management skills;
    Strong analysis, problem solving, prioritization, and risk-management skills;
    Strong interpersonal skills, cross-cultural understanding and the ability to lead and motivate diverse, multi-disciplinary, geographically remote teams while promoting mutual respect and active listening;
    Demonstrated experience in staff mentorship and development, team building, conflict resolution;
    Experience working in the DRC or Great Lakes region; and
    Proficiency in Microsoft Office 365 and other technology.
